UAE in the E-Government Development Index

Indicators of global government development indexes reflect the extent of progress achieved by the UAE in the field of digitizing the public sector under its wise leadership.

The UAE’s wise leadership has developed a plan for digitizing the government, identifying 64 enablers of digital transformation, and 6 priority axes including infrastructure and services, common digital transformation enablers, a unified digital platform, laws, policies and standards, improving digital capabilities, sharing and communication.

According to various e-government development indicators, in 2016, 2018, 2020, and 2022, the UAE ranked 29, 21, 21, and 13 respectively in the E-Government Development Index (EGDI), and 8, 6, 8, and 12, respectively in the Online Service Index (OSI).

Furthermore, it ranked 32, 17, 16, and 18, respectively in the Electronic Participation Index (EPI), and 25, 9, 7 and 2 respectively in the Telecommunications Infrastructure Readiness Index (TII).

Moreover, The UN report ranked the UAE in a very high category, which is the highest rating for the development of digital governments around the world.

The UAE ranked first in the world by achieving a full score of 100% in the criteria of “content delivery” and “institutional structure”, which are sub-indicators of the Online Services Index (OSI), in addition, it scored a significant increase in the “The Human Capital Index (HCI) for 2022, amounting to 19% increase compared to its score in the previous report in 2020.

The advanced positions the UAE has acquired among international classification institutions were the result of the UAE’s strategy in implementing digital transformation, whether through the organizational structure or the ease of access to data and its privacy, as these international classifications assess the efficiency of the government electronic system, in terms of ease of access to the services provided by the government, taking into account how easy data entry operations are and how fast one can obtain direct results for the data entered and get the electronic document authenticated by the authorities, whereby citizens and residents of the country can complete their government services through their phones.

The efforts of the UAE’s wise leadership regarding digital transformation were reflected during the outbreak of the Covid-19 pandemic, emerging as the most positive country in dealing with this pandemic through its digital network online
