UAE Emerges as Global Leader in Digital Infrastructure and AI Integration

The United Arab Emirates continues to solidify its position as a global model in digital infrastructure and artificial intelligence (AI) development, thanks to its forward-thinking strategies, innovative government initiatives, and substantial investments in both technology and human capital.

In a pioneering move that set a regional and global precedent, the UAE launched the “UAE Strategy for Artificial Intelligence” in 2017. The strategy aims to enhance government performance, develop an intelligent digital ecosystem, and position the UAE as a global leader in AI investments by 2031. It focuses on key sectors such as transportation, renewable energy, education, healthcare, and the environment.

This vision has driven a comprehensive digital transformation across the UAE’s public sector, placing the country at the forefront of AI and blockchain adoption in the region and beyond. One of the most notable achievements is the UAE’s global leadership in fibre-optic internet coverage for the ninth consecutive year, with a coverage rate of 99.5% nationwide. According to Ookla global reports, the country also ranks among the top nations in internet speed across both home and mobile networks, underscoring the strength of its digital infrastructure.

The implementation of AI and digital solutions has led to significant advancements in government services, with many being restructured using intelligent technologies. These efforts have greatly improved user experience and raised service quality.

In recognition of its progress, the UAE ranked first globally in the 2024 United Nations E-Government Survey’s “Telecommunication Infrastructure Index,” a key benchmark for digital transformation and the strategic use of AI in sustainable development.

Regionally, the UAE also topped the “Government AI Readiness Index” published by Oxford Insights, which evaluated 193 countries based on government effectiveness, technological advancement, and the availability of data and digital infrastructure.

Through this cohesive and future-focused approach, the UAE continues to lead the charge toward a digitally driven future, with AI as a central pillar of government operations.

According to the Interregional Center for Strategic Analysis in Abu Dhabi, the UAE’s active investment in AI is positioning it as a regional hub for AI-related jobs. LinkedIn data reveals a 74% annual growth rate in AI job opportunities in the UAE, marking it as one of the fastest-growing employment sectors in the country.

Rob Van Dale, Partner and Head of Digital Transformation and Analytics at Kearney Middle East and Africa, emphasised that AI is no longer viewed in the UAE as an experimental technology. Instead, it functions as an integrated “operating system” that is reshaping both public and private sectors. He highlighted the UAE’s success in institutionalising AI governance in a way few countries have achieved.

This vision has drawn substantial interest from the global private sector, with multinational corporations committing billions of dollars in AI-related investments within the UAE.

Faisal Hammadi, Partner and Director at Boston Consulting Group (BCG), noted that the UAE’s approach extends beyond AI adoption. “The country is not just embracing AI—it’s actively developing it under a comprehensive, government-led framework,” he said. “We’ve moved from aspirations to large-scale implementation.”

Ahmed Jamal, Regional Director for AI Solutions at Advanced Integration, a strategic partner of Nvidia, echoed this sentiment, noting that the UAE is now realising returns on its AI investments. “The UAE was among the first to adopt a holistic AI approach. Today, it’s transitioning from infrastructure-building to value generation,” he said.

Dr. Hitendra Patel, founder of the Global Innovation Institute, praised the UAE’s rapid embrace of AI, calling it a reflection of the country’s deep understanding of the technology’s global impact. “The UAE is moving steadily and swiftly toward a digital future, building a model that serves as an inspiration for the region and the world,” he stated.

With AI now deeply embedded in its national agenda, the UAE is not only preparing for the future—it is actively shaping it.
